I ask John Hutchison about his use of Xenon lamps
“What inspired you to start using a Xenon HID tube?”
”Well I always used spark systems, so I had a problem in my apartment [with] huge capacitors, [as] big spark gaps would cause issues, sooooo I tried 5e xenon arc lamp it seamed very constant in odd effects, along with the other things. Yes, weird things happened, that the city of new Westminster did not like.”
Around this time, John spent an extended period with Ken Shoulders.
We now know that the pseudo magnetic monopoles (Urutskoev)/black EVOs (Shoulders)/String Vortex Solitons (Shishkin) can travel through materials - so it is not important if the discharges are contained and since Xenon has more d and f orbital electrons to give up and is heavier, production of stable black EVOs is more likely.
A HID was used for the active agent production in experiments in 2007 that produced many of the MFMP Hutchison samples that we have been investigating over the past several years. You can see this unit in operation in videos taken by the German scientist Thorsten Ludwig here.
Tips on how to proceed
What is necessary is hopefully obvious from my presentation. I would start with a Xenon HID with a number of controllable parameters (one could be frequency), and then use a means to detect EUV and adjust until one started hitting EUV photons with energy above the first ionisation energy of Xenon as calculated in my presentation, at that point the device will feed back and become a current source.
EXCEPT, it is really hard to measure EUV - I suggest getting some phosphors that would respond to the EUV as a guide and then look for electrical anomalies. A detailed method is given in the BrLP paper linked below.
Whatever one does, one wants to encourage the formation of solitons. This is achieved in a these HIDs by a fast dI/dT as defined by Shoulders having studied John Hutchison’s work.
I think there would be a relay in the circuit which may be triggered on a particular detected forward current (or other simple parameter), I believe one must first initiate the strike with the Xenon ballast, which will build EVOs, possibly with field based trap (I have mentioned many times that Shoulders used a penning trap) to focus them in the core as they grow, these will be pumped a little and then allowed to collapse into the anode. Rinse, repeat.
Ken Shoulders said EVOs are self organising, and that they are electronic objects built at electronic speeds.

Oh yeh, absolutely, I start out with baby ones, that's just a technique I happen to have - that’s old but, I start with tiny tiny ones and watch them grow and I can grow them and grow them.

Moreover, as Urutskoev showed in his seminal paper on production of pseudo magnetic monopoles, transmutation, ball lightning and "Strange Radiation" tracks, the Ball Lightning would break up into smaller self-similar quanta. We observed the same effect in Ohmasa Gas on 10-Yen Coin and this transmuted 2xO>S
This means that even when the main structure is destroyed, the environment will be replete with stable sub-quanta that will be near instantly re-incorporated into the next cluster. I described this process in my Monopole Clutch presentation in respect to the Papp engine.
This is what Hutchison was achieving since 1997 with his use of repeated pulsed discharges into a massive Xenon HID from a Canadian war ships' stores. John Hutchison used aluminium foil and a magnet to respectively reflect and guide the Active Agents, that we now know are Black EVOs / SVS coming out of the Uranite and HID into the target metals. For later EM field manipulation.
Based on this prior art, I predict that the SKLep has aluminium foil on the inside of the plastic box
It may then be as simple as timing on the HID ballast, switching it off and on to 'make and break' the Active Agents (EVOs) as I said in March 2017 onwards.
I might also consider having a liner magnetic field around the discharge tube, either with two fixed magnets or some Helmholtz coils to aid the self organisation/cohering process.

This time a new kind of electrical current, completely different from conventional electrical current, was discovered during similar experiments of underwater sparking discharges. The discharges were performed between thin wire electrodes of Ni (0.1 – 0.3 mm ø) which were inserted in ordinary water mixed with potassium carbonate (about 2 Mol/l). The electrode on which sparking was attempted to appear on, was a ball-like rolled thin wire of Ni (about 30 cm long). When a pinched region was formed on the surface of the electrode over about 40 V, sparking caused by ball-lightning appeared associated with the drastic reductions of the hydrogen gas evolution and the discharge current. A new kind of the electrical current was observed as the flow of these tiny ball-lightning.
By SEM-EDX analysis of deposited materials on the surface of thin copper wire which connected to a discharge cell and an electrical power supply, the transport of tiny ball-lightning was proven. Materials as well as electrical charges were driven by the new current.
"Fourthly, a new kind of the electrical current was discovered (54, 56). The author was early aware to a fact that thin copper wires of leading cords became dark after electrolysis or discharges, although they were wholly coated by resin materials. The color was darker as the position was closer to a connecting point with an electrode. It was found that the phenomenon was caused by transport of itonic clusters [micro ball lightning] through wires. Since itonic clusters could exist for a moment as stable bodies and have negative charges, they could be driven through the leading wires by the electrical potential to make some kind of electrical current, which could be completely different from the conventional current. So the heavy flow was called the second electrical current. The current was simultaneously a magnetic flow, because the itonic cluster had a magnetic moment (2). "
They also observed anomalous multiplication of electrical current during AC discharges with titanium rods (37). The current sharply increased near a voltage, at which sparks began to appear. When a spark left the electrode, a small white area was left on the surface of the titanium rods. Since the area was a naked metal surface and had a low electrical resistance, the current remarkably increased. However, the feasibility of multiplication still remained, because break up of sparks (itonic clusters) containing titanium could somewhat contribute to additional current.
Secondly a new kind of electrical current was the transport of the itonic clusters through a cable wire. The itonic cluster could somewhat exist as a stable body. Since it had the negative charges, it could be driven through a copper wire by the electrical potential. When many clusters flew along the wire but with the conventional electrical current, they could seem like a new kind of the electrical current. Here the current should be perfectly different from the conventional one, because the fairly massive itonic clusters could really flow through the cable wire
In the previous USD experiments (22), phenomena of the new kind of the current were observed. Thin copper cable wires which were coated with thin polyvinyl films were used to connect an electrode with a power supply. The copper wires near the connecting points of the electrode became dark. As the voltage or the discharge period increased, the color became darker and the colored area wider. The length of the colored area was about 30 cm at maximum. Here elements of K and Ca were confirmed by EDX. Since K was the electrolyte element, this fact obviously indicated that the itonic hydrogen clusters containing K ran along the copper cable wires, but inside the coating films. The element of Ca should be transmuted from K in the itonic clusters during the transportation(1).

Fortunately we don't need to guess.
In assessments of the EMPs produced in a study of Brilliant Light Power's spot welder and fuel pellets (where they unavoidably will make HHO), where they had discharges in water, the "the optical emission energy was 250 times the applied energy".
They report Extreme UV and Soft X-Rays - this is consistent with the various observations of Tesla (carbon button), Shoulders (EVOs), Matsumoto (Itonic Clusters), Shishkin (Magneto-Toro-Electrical Radiation / String Vortex Solitons), MFMP *GlowStick* V.5.2 "Signal", MFMP/LION, Klimov, etc. and likely VEGA. Some of these systems I have reviewed or worked on are shock systems and some are resonant.
Given that they report observations of "brilliant flashes of EUV light of energy greater than 70 eV", this is sufficient to ionise many elements to their 5th ionisation level - Including Krypton and likely Xenon. Obviously the soft x-rays will ionise pretty much anything!
The discovery of excess energy from discharges in water vapour was discovered by Trowbridge at Harvard University in 1907 and has been explored by many since. I wrote about this several years ago here.
