In 2018 Hal Puthoff gave a lecture to those of us at the joint IRVA/SSE meeting in Las Vegas about the blue shift seen in some UFOs that results from their material technologies lowering the permittivity of free space around them. Ken Shoulders took this in the micro direction with the effects of EVOs on permittivity. Yet, here we have someone back in 1992 talking about the same idea of lowering permittivity and superluminal velocities of light concerning ball lightning and propulsion. It's like this discussion has been kept secret from mainstream science though people in Air Force labs were talking about it. Einstein himself explored related ideas of variable speed of light in his 1907 and 1911 papers but never developed it much beyond that point because of his popularity with his more mainstream relativity ideas based on fixed speeds of light. A shame that the idea got sequestered in black-budget propulsion projects rather than open science discussions.

And if they are talking about it matter of fact in 1992, you can be sure it was only a soft release of well known knowledge (in certain circles) that came out during the brief flurry of honesty on both sides after the cold war ended before everything was locked away again. It was not until 4th September 2000 that Ken Shoulders published his permativitty transitions paper, yet he was in these same circles.

I would create something that would would not serve me in this lifetime, but serve to inspire many generations to come, to be creative, to strive for that which would not be possible, had your only focus be how to make ends meet, and to that I truly believe man can peacefully tap the cosmic energies and unlock our hidden creative destinies, and if this were possible then I would be content that we have lived up to our true potential and ascended to where we belong.

And as practical example, one might be infinite powered ocean cleanup drones, litter picking bots, farming droids, pot hole filling droids, etc etc, I mean I wouldn't exploit the infinite energy to mine crypto at all, because financial instruments would become redundant. If we own the means of production with infinite energy then all will prosper in abundance as costs go to zero, leaving us free to embrace our creative sides.

Hi Bob.

I want to bring to your attention a remarkable pre-historic place near Vieanna which I was able to visit this weekend. It is called "12 Apostel Zeche" in German which translates to "12 Apostles Colliery". Some of the exotic effects you describe can be observed there (outside the lab) . These were: a spot with reduced gravity, a room with daily electric plasma discharges (ball lightnings maybe? The local researchers came to the conclusion that the observed phenomenon is "Tesla discharges". Fluoresent lamps glimmer without power supply). There is also a pre-historic artifact (a necklace) made of an iron-aluminium alloy (which is supposedly technically impossible by our standards). There have also been reports of teleportations.

There are countless more wonders and miracles to be found there. Little information is available in English. The place is privately owned and a private museum. An Austrian archaelogist has been researching this and similar sites for decades and also published a few books.

In case this is new I thought you might find this interesting.

I could be wrong but I think the historical record shows that Einstein and Ernest Sternglass from the Naval Ordinance Lab in Washington D.C. discovered nuclear transmutation through coherent electron behavior several years before Kapitsa's BL paper. If you read this Nautilus article "Einstein's Lost Hypothesis" below, the author connects the Einstein/Sternglass conversations at Princeton and written letters in the early 50s to Fleischmann and Pon's 1989 discovery and Francesco Cellani. Einstein suggested on Aug. 30th, 1951, based on his quantum theory, that Sternglass' novel radiation data and production of precious metals via nuclear transmutation from a table-top electron beam gun was the result of electron groups acting as single, coherent entities. Like room-temperature BECs.

(And, interestingly, Sternglass at the time got similar negative reactions from his Cornell colleagues as did F and P later on. One person suggested Sternglass was faking the data. Sound familiar? And a single attempt to reproduce the Sternglass experiment at Westinghouse failed.)

Bob - thank you for the interesting video! At 2:08:50 you are discussing the expression "counter mass". Without knowing the exact context, I was wondering if an electrical "counter mass" or ground, rather than a mechanical "counter mass", could be meant? Possibly as a component in the system for extracting directly electrical energy?

It is a very heavy thick steel.

The device should produce a propulsive force and Strange Radiation - it may be an attempt to deal with one or both of these issues.

There is then the paper from 1992 on "extracting the hidden energy within matter" that suggests iron as the source. It could be 'fuel'
