Is anything going on here...? Looks like the camera pixels are effected in the shape of a gradually forming ring then going to a ball, it then disappears and when energised again instantly appears.
Highly technical paper but he says on p. 474 that his approach is consistent with Maxwell's equations, thunderbolt's electrical energy converts to . . . magentic energy, which leaves room for nTors and Bagels (and perhaps some cream cheese while you're at it.).

Bob, can you re-visit the topic of using special kind of detectors for measuring magnetic fields? As background, David Lowrance is a great experimentalist and advocate of "vibration". He describes some findings with a rotating copper cylinder, (picture in your mind, a drill bit for cutting wide holes for doorknob hardware), and bringing a bar magnet close to it. The effects sound simple and familiar, and seem like magnetism. The magnet causes some drag to the rotation motor, slowing the rpm. If he releases the grip on the magnet, it is repelled away at high speed. What is strange, he has placed some kind of magnetism detector near the copper, or just a hiking compass, and not detected magnetism. So he has hypothesized an entirely new force or effect, and talks a lot about how it correlates with the mass of copper, or mass of this or that. Bob, can you please refresh my memory about "best" and 'not-so-good' detectors of magnetism, and any insights about copper and its diamagnetism.
Given what we have all witnessed here (thanks to Bob!) I believe this work by Buddy James Dougherty - The Dougherty Set (TDS) (also referred to as The Dougherty Network (TDN)) - is of GREAT interest :
He already has talked with / knows about the excellent work of Professor Donald E. Scott and Gareth Samuel (See the Pattern), so he may well be interested in the Martin Fleischmann Memorial Project (I sent him an email about the excellent work of the MFMP) .... but, equally, I believe many from here would find his fractal model - and how it CLEARLY fits in with "Nature's Design" - very interesting.
Please, do not push this too much at this stage, as I said at the beginning, this maybe vacuum engineering if we are to believe Zhvirbliss/Nevessky & Fryberger and we should be very subtle and measured. Note, that the implication is you cannot shield for this.
What means do you have to detect fields?
This is why I suggested testing this on seed germination.
It could be theorized that, if vacuum-force is related to or synonymous with life-force, and that this force is underpinned by a fractal N-Torus cascade, and therefore frequency cascade of the natural harmonics thereof (as mostly posited by Dan Winter) that then, it isn't perhaps single frequencies that matter, but rather sets or "classes" of frequencies, and whether those sets of frequencies interfere constructively or destructively with the N-Torus' natural harmonic cascade.
This could be a possible reasoning for a sickness related to 60Hz into a phantom coil. However I would like to still be skeptical of this sickness due to the effect being convergent, not divergent in nature.
Caution is STILL definitely advised but I suspect this is an indirect effect of little risk when generated within a phantom coil, based on observations in the book "Secrets of Cold Electricity" by Peter Lindemann, who documents the linear & ray-like travelling form of this energy as Electro-Radiance.

We can also suspect this effect to have a non-linear response curve to voltage, I imagine.
EDIT: Would be real interesting to see if non-linear media such as BaTiO behave differently within the phantom. Real interesting....
