Is it even legal to issue a pre-emptive pardon? How can you pardon someone who has not yet been convicted of a crime? I think the majority of people in the US will see this for what it is, a blatant attempt to prevent accountability by "public officials" who have committed crimes.

If an individual in under the protection of a pardon, they cannot plead the 5th as they cannot be prosecuted for what their answer would be. In other words, said person, though unable to be prosecuted individually, could still be called to testify under oath in an investigation of the agencies and systems involved which, without the protection of the 5th amendment, may, theoretically, result in a more full understanding of the system and decisions made. We can only hope that there are people willing to risk confronting the system enough to follow through on a real investigation.

My mother had the Astra-Zenica therapy. The UK government stopped its distribution, but the damage was done.
